According to Houston police reports, the tragedy occurred on Thursday, September 12, at around 8:35 p.m. when Jalin J. Foreman, 27, shot Whitlock at the front door of her townhouse on Locksley Road. The criminal complaint states that Foreman surrendered to authorities on Monday, September 16, and has been booked into the Harris County jail, facing a murder charge.

An eyewitness account revealed that during the birthday celebration, Foreman arrived at the residence, fired multiple shots at the townhouse, and engaged in a heated confrontation. He was heard shouting phrases such as "I’m not scared of you," "I know where you live," and "Come at me," adding to the escalating tension. Following an initial retreat, Foreman returned to the scene, declaring, "We’re going to end this now."

Whitlock’s boyfriend, who was present at the gathering, informed the authorities that Foreman, the father of Whitlock's two children, had arrived to deliver a birthday gift to their daughter. Despite Whitlock's objection to his presence, an argument ensued between the two men. The boyfriend mentioned that upon returning to his truck, Foreman made alarming statements about fighting and shooting, leading to the tragic outcome.
