Larissa Danielle Ducan, a 47-year-old woman from Oregon, was recently sentenced to a decade in prison for the disturbing and prolonged torture of a then-5-year-old girl who had been under her care. The abuse, described as horrific and extensive, led to severe injuries and malnourishment for the young victim. Ducan's boyfriend, Javon Markquez Ingram, also played a role in the abuse and had previously pleaded guilty to multiple counts of assault and mistreatment, resulting in a prison term of 15 years. Investigations into the case began in November 2021 when the young girl was admitted to Randall Children’s Hospital in Portland. At the time of her arrival, she was found to weigh just under 30 pounds and displayed injuries all over her body, including open sores, fractures, brain bleeds, and signs of physical restraint.
The extent of the abuse became even more alarming as further details emerged – the girl had allegedly been physically restrained, blindfolded, gagged, and subjected to torturous treatment, including being chained to a door in a loft and forced to wear a dog shock collar. Reports indicated that she had not been potty trained and her abusers were even using a blender to liquify her food. Disturbing findings at the residences included zip ties, duct tape, and evidence of the dog shock collar, further corroborating the heinous acts committed against the young victim.
Further investigation uncovered nearly 30 videos on Ingram’s phone that depicted the girl being restrained with duct tape and forced to exercise. Ducan's attorney mentioned that his client had been under the influence of drugs and alcohol, assuming a seemingly passive role in the abuse. However, Ducan chose not to address the court during her sentencing. The girl, now 8 years old, has since been placed under the care of another guardian, under the supervision of authorities.
Additionally, the victim's family has taken legal action against the Oregon Department of Human Services, alleging negligence in handling reports of abuse. While the DHS has not commented on the lawsuit, they have highlighted their 24-hour crisis hotline and commitment to investigating all cases that meet legal criteria. This tragic case serves as a somber reminder of the importance of protecting and advocating for the well-being of vulnerable individuals in our communities.
