DeKalb County police are actively seeking a man accused of indecent exposure following multiple reports from residents of Belle Vista Apartments on Camellia Lane in Lithonia. The man was reportedly seen in the breezeways of the apartment complex engaging in lewd behavior.

The most recent incident, captured on a resident’s Ring camera over the weekend, shows the suspect following a woman up the stairs with his genitals exposed before beginning to masturbate.

One victim, who asked to remain anonymous, said this wasn’t her first unsettling encounter with the man.





“He started at the bottom of the steps, and now he’s made his way to my doorstep,” she shared. “It’s very disturbing.”

Another resident, who initially installed her Ring camera to monitor package thefts, discovered the shocking footage during a routine check.

“I couldn’t believe it,” the neighbor said. “It was unbelievable. I saw my neighbor walking to her door and him following behind her. I realized he might have been targeting her.”


The neighbor also learned this was not an isolated incident. The victim had previously witnessed the man’s behavior in real-time months ago.

DeKalb County police confirmed that one of the three women who have come forward reported a similar incident involving the same suspect in June.

“He was just standing downstairs, fully exposed,” the victim recalled. “It’s frightening because we don’t know where he’s coming from or if he even lives in the area.”

Both women expressed concerns not only for themselves but for the safety of children in the complex, especially near the mailboxes and school bus stops.

“It’s not just about us,” one neighbor explained. “We have kids waiting for buses in the early morning darkness. Their safety is a huge concern.”

Police are reviewing the video evidence and following leads in their investigation. They are urging anyone with information to come forward.
