In a distressing incident that has garnered widespread attention, police in Carrolton, Kentucky, responded to a home in the 700 block of 7th Street following a tip from the community about possible child abuse. Upon arrival, officers were confronted with a disturbing sight - a toddler boy, under the age of 3, was discovered naked behind a wooden and metal enclosure secured with a padlock. Subsequent investigation led to the removal of two children from the home, who were placed under the care of the Cabinet for Health and Family Services.
Five individuals were arrested in connection with the case, facing charges of first-degree child abuse and wanton endangerment. The suspects - identified as Brenda Chilton (71), William Mahoney (72), Codey Johnson (29), Tammy Simmons (52), and Shelby Turocy (28) of Ghent - are currently in custody at the Carroll County Detention Center without bond. Turocy faces additional charges of possession of methamphetamine, drug paraphernalia, and marijuana.
The press release did not disclose the relationship between the arrested individuals and the boy, and it remains unclear whether the child required medical attention. A probable cause arrest affidavit was not immediately available, and the suspects are scheduled to be arraigned on the charges on Wednesday.
