VERO BEACH, FLORIDA- A 70-year-old Florida man is facing additional felony charges after investigators say he attempted to arrange a murder-for-hire plot targeting a teenage girl he previously admitted to exploiting.

Andrew Mustapick, of Vero Beach, had already signed a plea deal in January 2025 for unlawful conduct with a minor when police uncovered evidence that he was allegedly trying to silence his victim permanently before his sentencing.

He now faces two counts of solicitation to tamper with a victim after what authorities described as a deliberate attempt to obstruct justice and prevent the teen survivor from testifying.


According to investigative reports, Mustapick met the 17-year-old girl through a 19-year-old acquaintance. Law enforcement officials say Mustapick agreed to purchase a vehicle for the older teen in exchange for access to the younger girl.

The 17-year-old victim told investigators she was pressured into inappropriate encounters with Mustapick, and at one point, was coerced into signing a handwritten “contract.”

The document allegedly laid out a long-term schedule stating that she would be required to meet with Mustapick twice a week—on Mondays and Fridays—for the next five years. Authorities characterized this as a calculated form of control and coercion.


Despite initially denying he knew the victim, Mustapick later agreed to plead guilty in January 2025 to one count of unlawful sexual activity with certain minors, a felony under Florida law.

His sentencing was scheduled for June, and prosecutors were preparing for the victim to state during the hearing.


Authorities were alerted to Mustapick’s new plan after a relative contacted law enforcement and expressed concerns about his intentions.

“He’s trying to hire someone to hurt the victim in this case,” the relative told investigators. “He wants to pay someone to silence her permanently.”

Detectives with the Indian River County Sheriff’s Office launched a sting operation using undercover officers posing as hitmen. During recorded conversations, Mustapick allegedly offered:

  • $40,000 to ensure the teen would not testify

  • An additional $50,000 to have her physically harmed or killed

Sheriff Eric Flowers revealed the details publicly on May 6, one day after Mustapick was taken into custody.

“He planned to withdraw the plea deal,” Flowers said. “If the victim is no longer here, he essentially gets sentenced to nothing.”

Mustapick was arrested on May 5, 2025, and is now being held without bond.


Records show that Mustapick had previously denied knowing the girl at all, even during the early stages of the investigation. Yet once confronted with digital evidence—including messages and the written agreement—he reversed course and accepted the plea deal.

The murder-for-hire plot was uncovered just weeks before sentencing, and authorities believe the timing was intentional.

In light of the plot, prosecutors are expected to seek maximum sentencing, and additional charges may be added as the investigation unfolds.


The case has shaken the Vero Beach community and sparked urgent conversations about victim safety and the use of wealth or resources to obstruct justice.

Advocates have called for increased protections for survivors who are cooperating with law enforcement in high-risk abuse cases.

Authorities have confirmed the teen survivor is safe and under protection. Sheriff Flowers praised her courage, stating, “She has endured far more than any young person should, and we’re going to make sure she sees justice.”
