A deeply troubling case in Lucas County has brought 38-year-old Rachel Heier into the spotlight as she now faces multiple felony child endangerment charges. Allegations claim that Heier subjected a child in her care to severe abuse by physically restraining them—locking the child in a room, blacking out the windows, blasting loud music, and denying access to food, water, and a bathroom. These appalling conditions were discovered in September during a visit by a Lucas County Children Services caseworker, who described the living situation as "deplorable."
During her arraignment on Monday, prosecutors warned that additional charges could follow as more evidence comes to light. The disturbing details of the case have shocked the community, especially since Heier had previously volunteered with Isaiah 117 House, a local nonprofit dedicated to providing a safe space for children in crisis. Ronda Paulson, founder of Isaiah 117 House, emphasized that while Heier had attended some events, the organization rigorously screens its volunteers through background checks and training—a process that has not yet been implemented in Lucas County due to the pending construction of a local facility.
According to a Lucas County Sheriff's Office report, the children were removed from Heier's home by Children Services during the caseworker's visit. In a statement to WTOL 11, a spokesperson for Lucas County Children Services reiterated that their primary concern is the safety and well-being of the children, noting that they work closely with law enforcement on such investigations.
Rachel Heier turned herself in on Monday morning. She was released later that day under strict conditions, including the requirement to wear an ankle monitor and the prohibition of any contact with children. She is scheduled to return to court in April as the investigation continues.
