Windgap Woman Arrested for Giving Alcohol to Minors Shoveling Snow

A Windgap woman is facing multiple charges after Pittsburgh Police discovered two underage boys intoxicated along Windgap Avenue. Authorities say the boys, who had been shoveling snow for money, were given alcohol by 51-year-old Rochelle Stewart instead of just cash.

The incident began as a 911 call reporting a burglary. When officers arrived on Wednesday evening, they quickly uncovered other alleged crimes involving Stewart. According to court documents, Stewart agreed to pay the boys, estimated to be 12 or 13 years old, $5 for clearing snow from her walkway. She invited them inside for hot chocolate, but investigators say she instead served them cups of vodka and wine. She also allegedly attempted inappropriate contact with one of the boys.

Neighbors expressed shock and concern over the incident. “That’s a shame. That’s very sad,” said Rose Rizzo, a resident of the area. “It’s very scary. You never know nowadays; you’ve got to watch your children a lot.”

Police reports state the boys, who were seen stumbling down the street by neighbors, returned to Stewart’s house after realizing one had left his coat inside. Stewart then called 911, accusing the boys of being drug dealers.

When officers arrived, Stewart appeared highly intoxicated and denied that the boys had been inside her home.

However, police found the boy’s coat on her couch, along with a half-empty bottle of vodka. The boys provided video evidence allegedly showing Stewart rubbing one boy’s arm and shoulder inside the home.

“This is a quiet community, and nothing like this ever happens here,” said Nick Mancini, another neighbor. “[I’m] very shocked and very disappointed.”

The boys were taken home by police, who informed their mothers about the events. Stewart was arrested and taken to the Allegheny County Jail, where she faces charges including providing alcohol to minors and attempted inappropriate contact with a minor.
